One would think in her eighth month of Mayorship, Shirley Miller would have mastered Parliamentary Procedure. After her many attempts to pass Resolution #480, one would think she would realize it is proper to list it under “Unfinished Business” or (“Old Business” as it is sometimes referred to) and not promulgate it as “New Business” the several times Miller has attempted its passage.
