Yes, this is definitely the more professional and ethical way but it does take additional steps as well as time. Typically the lazy way you would dismiss for executive session, advise the public the meeting will reconvene immediately following. Even if you are to adjourn right after the executive session you would invite the public back in before doing so, as all City Hall meetings are open to the public! Recording devices would be shut off during executive session but turned back on afterwards. The problem here is no recording device is turned back on and the public is never notified of the meeting resuming. Many times there is no notification as to the reasoning FOR executive session! Again, poorly done and perhaps even illegal?
