Town of Fromberg’s administrator, Mayor Miller and Council, was notified of similar problems occurring at Town Hall by Janet Free (temporary clerk) when she read a 2 page report out loud at a council meeting shortly before she left. 20 or so points of error. That was in November of 2018. Several of those errors have yet to be resolved. Fromberg pays in excess of $200 a month penalty fees. And probably other late fines as well. Councilman Stapleton mentioned this very fact at the February 3rd meeting just a few days ago. Fromberg also uses Black Mountain Software. Interesting how Three Forks School was able to get a handle on their problems. While Fromberg still flounders in theirs. The difference? A willingness to accept responsibility. To not blame previous administrations. To actually admit problems do exist. To not kick the can further down the road. To institute new procedures to safeguard against further administrative office errors. The willingness to call in outside resources. To publicly report on all problems. To become fully accountable. Mayor Miller and her entire council are culpable. All five members of the Town council have been in their positions of leadership for quite some time. They are not a new council. They were duly elected and swore an oath to the Constitution. They have failed abysmally in their duty.
My question is why wasn’t some of this addressed at the beginning of Mayor Miller’s administration? If Miller was all she proclaims herself to be, she should have had knowledge of financial issues before stepping into the seat as Mayor. Instead, she spent money like a drunken sailor. Remember the two maintenance men hired at 22 dollars an hour with no water certifications and the thousand dollar sign-on bonuses with no contract? (Did you tell your new attorney about that slick move?) There are plenty more examples to add to the list… It’s relatively simple. If as a clerk you can’t even file paperwork properly, how the hell do you think that clerk is capable of filing appropriate financial reports? So. You walk into Town Hall and ask for last month’s minutes and it takes her three minutes going through paperwork on the counter to locate them. Or better yet, it takes the clerk and the attorney an hour of digging through paperwork to come across the paperwork for the sale of a property. Proper filing procedure should have made this a two minute job! Pay your water bill and it’s posted ‘paid’ some ten days later, and/or it takes almost three weeks for your check to be deposited. Notice some issues here? This would never occur at a financial institution. “But it’s just Fromberg boys, so WHO CARES”! That’s why we don’t close for lunch. We leave our to-go boxes on the counter which looks like a feed trough. And friends and family show up whenever and stay for over an hour or two. It speaks volumes when you walk in and the counter and her desk is a paperwork disaster. Responsible and efficient is far from how Fromberg Town Hall is run. This would not be allowed in a professional setting, but here in Fromberg it’s the status quo!
Anytime you pass over a qualified applicant in exchange for stupidity, it shows what little regard you have for us as citizens and as the hard earned taxpayers of this community. We’re paying for that poor hiring decision every day.
