tfa queries if any TOF resources are being consumed by said ‘person’? Things such as electricity, water, garbage pickup? How is any raw sewage being disposed of? Does a “person”  “staying” in the park for an extended period of time create any type of liability issues for TOF? Do TOF ordinances allow for any ‘person’ to remain more than a mere few hours in any city park? It would seem there are differences between visiting a city park, and “staying” in a city park. How do other municipalities handle similar situations?

It is not an issue of who may visit the park per Mayor Shirley Miller’s partial quote: “discriminate against those who visit.”, but rather, how long any visitor may remain in the park.

Shirley Miller: “Recently the Town received a complaint about a person staying at the park for a few days. This person has contacted and received permission from the Town to make use of the park.
The Town does not and will not discriminate. yes, the shelter was donated by a local group, but the optimum word here is “Donated” for the use of travelers or the community . Will they be preferential and dictate who can and cannot use it? We are a community of welcoming people, let us strive to be exactly that and not discriminate against those who visit.”

  2. This person is laughing his ass off all the way to the bank…6 miles up the road Bridger charges $15 a day to camp! But in Fromberg he gets free shaded motor cycle parking too! Lets his bike soak up all the shade under the donated shelter. Probably dripping oil all over the concrete slab too. Look, the person has a cargo trailer too. Dont look to be much room for no nother visitors. Trust me this dude ain’t moving on very soon not with miller’s saying its all good stay as long as ya like!. Ain’t their an electric pole on that corner, you know to lite the park. Must be a hose outlet too, you know for watering the park. Funny this camper doesn’t look like it has a sewage holding tank. wheres the person or persons going pee and doo doo. Yep there’s dumpters rite yonder behind the trees. And he sure as hell aint buying fuel or food in Fromberg. Miller you couldnt run an outhouse let a lone a town. And there ya go running on bout your discriminating policy on facebook.   3. I did not view this complaint on any social media site before the Mayor took it upon herself to advertise the complaint on Facebook and do what she is notorious for. Speaking out her back end!!! First off. If someone bothered to go through the proper channels to place a complaint, it is unbecoming distasteful and shows her childish behavior when she posts her ill thought-out response on Facebook! Get a clue you dim witted nit wit! Pick up the phone and respond directly to the individual who complained. Better yet.. deal with the rightful complaint. FYI, this is what happens when you work in government. You get complaints. Deal with it and quit acting like you’re Mother Superior! It’s funny. Someone can take over an awning obviously erected for shade use for the picnic area. Using it as their personal garage for motorcycle shade. And yet at a City Council Meeting it was Councilman Bill Gruel who told a resident that he was not allowed to park his semi down by the ballfield. Watch him live uTube! That’s all public parking! But the Mayor had nothing to say about that…. Really? Where does City Hall stand on discrimination? Are you making sure the Town Attorney is getting copies of your Facebook posts Miller? If not I’m sure preety sure it would be easy peasy to download off your various social media platforms.

  4. Overnight camper I get and welcome not a problem but when you commandeer the awning like it’s yours the welcome left. The fact that our Mayor can’t get off her drunk ass or Facebook long enough to know what the hell goes on is a disgrace! Stupidity is a choice, Miller the problem is you abuse it!

  5. Charitables good. Charity begins at home. be a good Samaritan at your house. And after you run your mouth on fb don’t use the pity card to gain sympathy to avoid the errors of ur ways. Look like billings plates to me. A local contractor? see thats the problem with you miller. Never know when and if you ever tell the truth. Cant you just stop running your fool mouth?   6. Who is this raging lunatic that proclaims her superiority as mayor? ‘I have not yet seen any local try to use it’? So are you telling me you have parked your worthless self at the park for the last three days to ask everyone or ask those who have drove by with the intentions of using the facility but moved on as to it being occupied? Stupidity is not something the rest of us choose Miller! I could really care less if the man stayed for five days, what I care about is common courtesy!!! Something you’re to ignorant to understand!!! He parks his motorcycle under the pavillion, sets up his command post under the awning, never removing items after a meal and leaving it free for other individuals! It’s called RESPECT! And by the looks of your post and his operation, there doesn’t seem to be any! Move him to your house I’m sure you can make it all better!

  7. In answer to the Mayor. If my friend was to be so oblivious to common sense courtesy, I would be totally opposed my friend parking there. That being said, if I had a friend in dire need I would always offer my place first before my friend had to camp out at a park! Not all of us permit bad behavior!!! Common sense is a requirement when you want to play boss! Key word? Playing at msyor. And you suck at it!

  8. How stupid is this individual the Mayor? She takes a complaint from Town Hall… Places it on Facebook to become fodder for all of social media.. Dumb!!! How many lawsuits has this Town had? From the looks of it there should be more to come!

  9. I don’t care about the man’s story. Unless you are judging each individual based on the condition of their life, which would be discriminatory, by the way, their personal issues should play no part at all in what they are or are not allowed to do.
    Unless that park, meant for the people of Fromberg, is noted as being a place for overnight stays, no overnight stays should be permitted. Whether it’s known to the Mayor or not, if it’s shockingly ignorant to think people won’t simply avoid going once they see that someone is using the pavilion, so of course you don’t see people trying.

    Furthermore, regardless of the Mayor’s opinion of the occupant, strangers staying in a spot which is undesignated as one for camping, introduces risk to the community. Billings is chockablock with “homeless” and beggars and, regardless of how “discriminatory” this makes me, I don’t want to see that encouraged in a town I have chosen to call home primarily because it is a small, safe place to be.

    Rules need to be enforced and the personal judgment made by one narrow-minded person should not be what allows them to be broken. As for whether I’d deny my friend the use of amenities – I am not friends with rule-breakers, so no. And let’s turn this “if it were your friend” nonsense into a very real possibility that the Mayor has introduced – if the next person to give you their sad story is allowed to commandeer that which was donated for the people of Fromberg and the VISITORS of this town, is one who commits a crime against a resident, are you going to take responsibility?
